2024 Angler R3 Recommendations

The 2024 Angler Recruitment, Retention and Reactivation (R3) Recommendations are now available for state agencies. The Association of Fish and Wildlife Agencies (AFWA) President’s Task Force on Angler R3 Report was approved by State Directors at the AFWA Business Meeting in late March.

“The Association is excited to see the 2024 Angler R3 Recommendations, a product of AFWA’s President’s Task Force on Angler R3, is now available to state agencies,” said Chuck Sykes, Director of the Alabama Division of Wildlife and Freshwater Fisheries and President of the Association. “This report will serve as an important tool for state agencies in gaining a renewed commitment to the original Angler R3 Recommendations, furthering marketing and evaluation progress, and in developing valuable Customer Relationship Management (CRM) systems.”

In 2023, AFWA reconstituted a President’s Task Force dedicated to Angler R3 to update the 2018 AFWA Angler R3 Task Force Report. The 2018 report included 5 recommendations for state agencies. Year 5 results indicated:

  • 32 states with a full-time Angler R3 Coordinator or Angler and Hunter R3 Coordinator on staff, with 2 more in the advertising/hiring process.
  • 24 states with an Angler R3 Plan either in the launch/plan implementation phase or sustain/monitoring phase, with 14 states in the design/plan development phase. And at least 2 states onto their second version of their R3 plans, with more in progress.
  • 40 states with a full-time Marketing Manager/Director and/or Marketing Team.

“The 2018 Angler R3 Recommendations have been instrumental in driving agency progress on the R3 front, and we are excited for these new recommendations to further R3 efforts,” said Stephanie Hussey, RBFF Senior Director of Government Engagement. “We look forward to identifying and developing needed R3 resources and supporting state agencies in implementing the 2024 Angler R3 Recommendations.”
